Open System Preferences and go to Keyboard:

Select the Shortcuts tab. Make sure the box for "Use keyboard navigation to move focus between controls" is checked.

Open Safari Preferences:

Select the Advanced tab. Make sure the box for "Press Tab to highlight each item on a webpage" is checked.

Tops: Collared (polo style, no logo) tops in any solid color or Phelan spirit shirts.
Bottoms: Solid khaki, navy blue, black, grey or denim shorts, skirts, capris, pants or jumpers (no holes or designs).
Outerwear: Sweaters, jackets, hoodies shall be one solid color with no graphics.
